Salt Lake County Emergency Management
Jeffory Mulcahy serves as a Planning Specialist for Salt Lake County Emergency Management since April 2020. He works on plan development, recovery and mitigation activities, and all hazard- responses to events/incidents throughout Salt Lake County.
Prior to working for SLCo EM he was the Sandy City Emergency Manager. During this time, he served as the city's Emergency Operations Center Manager; developed and facilitated city-wide exercises, coordinated employee training, directed business and resident outreach programs and managed program grants.
Prior to that, he served in the U.S. Air Force were he retired after 32 years. During that time, he served as a Public Information Officer during the repatriation of Americans from captivity, aircraft hijackings, terrorist car bombings and natural disasters which include the volcanic explosion of Mt. Pinatubo, the Philippines, and Hurricane Andrew in Florida. He also worked Force Protection Public Affairs for the Joint Task Force- Olympics during the 2002 Winter Olympics in Salt Lake City. Utah.
He then became an airborne cryptologic Language analyst and superintendent of mission management, flying more than 95 combat mission in Afghanistan in support of Operation Enduring Freedom, as well as missions in South America and Africa, providing ground troop support and Command and Control.
He then served as the Command Post Chief at the Salt Lake Air National Guard Base managing operations with base first responders, as well as maintaining oversight of classified mission operations.
In addition to working in Emergency Management, Jeff also volunteers with the American Red Cross as a Government Operations Liaison, and with Team Rubicon as a state Deputy Planner. In these capacities, he has had the opportunity to deploy in support of flooding in Elko, NV, and to Fort Bend County, Texas, during Hurricane Harvey.
He earned his bachelor's degree in Emergency and Disaster Management from American Military University. Jeff has also completed the FEMA Emergency Management Institute's Professional Development series, and Advanced Professional Series, as well as the National Emergency Management Basic Academy.
